House Transportation Chair Unveils $15 Billion Air Traffic Control Modernization Framework
Arlington, VA (April 29, 2025) — Today, House Transportation and Infrastructure Committee Chairman Sam Graves unveiled a $15 billion air traffic control modernization framework in an effort to revamp our nation’s aging aviation infrastructure. According to Chairman Graves, the package directs funding to upgrade telecommunications networks, radar systems, and other critical infrastructure, while also boosting resources for air traffic controller hiring and recruitment.
The move comes as glaring infrastructure gaps have threatened to stymie U.S. air travel. On Monday, equipment outages and staffing shortages resulted in several delays at Newark Liberty International Airport. Meanwhile, a 2024 Government Accountability Office (GAO) report found that 51 of the nation’s 138 air traffic control systems are considered “unsustainable.”
Jackson Shedelbower, executive director of the Center for Transportation Policy (CTP), issued the following statement in response:
“Today’s announcement by Chairman Graves is a breath of fresh air for the millions of travelers who take to the U.S. skies each day. Modernizing our nation’s aviation infrastructure will ensure that the U.S. maintains its reputation as the global leader in air travel. Congress needs to get a funding package over the finish line so these reforms can get off the ground.”
